If you have been unable to comment in the past few days, the reason for this is a Blogger bug. Some of those who switched to the new system will be unable to post or delete a comment.
I've traced how far the extent of the bug, and it seems that it goes as far back as June 2006, the date wherein Blogger Beta became available. In pre-Blogger Beta posts, you can still add but cannot delete comments.
The Solution
I am confident that the Blogger Team will be able to fix this problem in a few days. Meanwhile I've devised a manual solution to those who needs to delete or post a comment:
1. Click on Add or Delete a Comment:
2. A webpage containing the line: "We're sorry, but we were unable to complete your request." will appear:
3. In the address bar of your browser, replace www.blogger with www2.blogger:
